Why is that reporting is only available for members only?. I just noticed it once my old membership ended. I tried reporting someone by ignoring them first, but all i managed to do was ignore them!. I thought we had this button because we don't have dedicated servers, with less people having the report button, a bigger chance a person gets away with what they said.
It's to lower the instances of false reporting. Free players have nothing to lose by reporting people falsely. Every report has to be looked into, making it so every single upset child in the game could report anyone for anything would result in mountains of reports to wade through to find ACTUAL offenders. It's the opposite of what you say, by NOT having more people with a button it makes it more likely that a person won't get away with it.
