i cant accept the power link quest

I am level 70 fire and I went to bauldar goldpaws in his 3 areas olde town,grizzleheim,wintertusk and none of them gave me the quest I need to get the spell in order to get detonate and other spells but I cant find it

You clearly have not met all the requirements.

Visit http://www.wizard101central.com/wiki/Quest:The_Runedown and read the Prequest requirements.

I'd hazard a guess that you do not have the Grizzleheim and Wintertusk requirements completed, including everything up to and including the quest "Su Su Sudrilund" which gains you entry to Sudrilund.
