In the Crustacean Empire, Senator Nellek is inside a dungeon like cave. That is where you take your place in the glowing circles, wait for the countdown, and enter the cave.
Senator Nellek gives you a quest to retrieve a map from the Pisceans. After having recovered this map, I now have instructions to return to Senator Nellek.
The celestian lamp in front of the cave is lit up blue. However, the circles are inactive, and I am unable to enter the cave to return to Senator Nellek. I am unable to finish this quest, even switching realms proved no results.
