Sometimes when you make a new character, you cannot lock items on that character. My ice is level 38. He was made only 2 years ago. Since he is my newest wizard, I can't lock items on him. My other account as well recently made a storm wizard. That storm wizard is now level 94 and still cannot lock items. Locked items can be transferred from other players onto this one, but that newest character cannot lock items.

You have to turn on the locking feature in your options menu.
