Places in Grizzleheim are all different! People in Mirkholm Keep are weaker than the people in Ravenscar! I get that the guys are different healths, but Grizzleheim should just have a level villians should be. :?
Grizzleheim may be experienced at different levels of game play and does not progress the same way as other worlds on the Spiral. Instead, Grizzleheim is a parallel world and a place where players return at various levels of experience.
I believe you need to be about lvl 40 to go to ravenscar, while you should be lvl 30 at mirkholm keep. The monsters in ravenscar are definitely not designed for a lvl 20.
