I have completed all the quests given by everybody. I have even completed all the side quests. I have defeated Skellek and talked to Bjorn. I can not get to the Virgid Roughland... Help?

Depends on what level you are.
Areas are available depending upon your level, as Professor Greyrose explains:

Hi again. I found this quest tree on one of the fansites:
It lists all of the quests in Grizzleheim. You can click on a quest there to get more details on it.
And as I mentioned in my other reply, you get access to areas based on your level.
You can go to Vigrid Roughland at Level 25, if you finished the previous area.
