Jotun Quest at Lvl 35 or Lvl 40?

The first time I did Grizzleheim I went through as a grandmaster and each quest followed the next. Now I'm playing up my storm wizard, who at level 35 just rescued the real Ivar Andersson. I went back to Bjorn Ironclaws, he thanked me, but he didn't invite me in to see the King. Do I have to wait all the way to level 40?

Yes, you must wait until Level 40. Then go back to talk to Bjorn Ironclaws again.

Hmm, lets see, I am lvl 40, and no quest for Juton! do you have to finish the keep?

Yes. That is correct. The keep must be finished, then Jotun, then you can get to Ravenscar.
