You must have the quest "The Bigger They Are" and defeat Jotun. This link shows information of the quest:

At the end of that quest, you get "Dark Winds" which takes you to Ravenscar. Here is a link for that quest:

You might have to check the "prequests" on those to see what you missed.

Instead of fighting Jotun with all of his helpers, I did Nidavelier in three sections as shown on that link. Then when you do reach Jotun, it is only him and one helper.

If you mean Ravenscar, you have to complete Grizzleheim up to and including defeating Jotun, then return to the king.
