question about gardening

do you have to be garden level 15 to start the the gardening quest? or can you be any level to start it?

If you are referring to the Khrysalis quest and freeing the gardener there so you can learn spells from him... Yes you need to be lvl 15 gardener before you get the quest.

You have to be level 12 and above in the game itself to begin gardening. Gardening levels are entirely separate from game levels.
