Level 3 Gardening Spells

Hi Fellow Gardeners!

I have a couple of questions:

1) Are there level 3 seeds? If so, where can I get them?

2) How do I get the spell for a large plot of soil?

It skips marleybone and dragonspyre though and there not in grizzhiem.
