I am a beginning gardener. I have two rank 1 dandelions with rank 2 pests. They are mature and ready to harvest, but game says I can't with rank 2 pests. Where do I get new spells for this? Or how do I upgrade to save the plants and reap the rewards?

The rank 2 pest spell "Gusty Winds" is actually with Farley on Golem Court in Wizard City. It costs about 500 gold.
