why are the shop vendors not spirits?

how come the vendors in the athenuem (where the library is) are alive and not spirits? i thought all the people in dragonspire where spirits. or did the vendors just move in recently?

No one knows. Come on its like if i asked the question why was the pvp guys were changed into floating books?
