It's either an enemy drop or quest reward from DS, probably a quest reward because all my wizards have them! Try the bazaar though, I think there are lots for sale there.
They are a boss and non-boss drop in Dragonspyre. I used to get them all the time, but not so much anymore. You can also buy them at the bazaar from time to time.
