Side Quests in Drake Hatchery

Trying to get to the History book in the drake hatchery but I can't seem to find out how to start the side quest that is required. I have wondered around the hatchery looking for "sunbrand" but havent found him/her so far. Any clue as to where in the hatchery I can find him/her to start the quests?

The history book is in the tower with the Giant Homunculus. He is at the top section of the map.

And Sunbrand is showing in the middle of the map.
