The first thing I would suggest is that you open your Quest Log File, and see if you have "any" quest at all for Dragonspyre, other than the Stone Roses and the History Books.
You might have one quest called "The Art of War" from Halina Warhawk. After you get the book at the end of her dungeon, you must go back into the dungeon and talk to her again. She gives you a Letter of Recommendation that gets you moving along.
If you do have any other Dragonspyre quests, click on the Information Bubble (the question mark in the upper left corner of the quest box), and you will see what you still need to do on that quest.
