never been able to get collar

one of my wizards is myth ever though i have reached almost lvl 90 even though i have trying over and over i have yet to find the dog collar guy. my map says i have been close to where he is supposed to be i can't find him. Anyone else ever have this problem?

I've never been unable to find him. He is located through the gate in Moonclaw's tower.

He is located through the gate in Moonclaw's tower, through the gate. You will have to complete most of the labyrinth to get to him.
