I am unable to get her to spawn or access to her tower. I have freed Cinder and I have done all the quests by Zarek Pickmaster and Kozel Toothtamer. What am I missing?

Its been a while since I did that quest, but I seem to remember that she switches towers. Does she show up on your map? If so, use that to get to her because your quest arrow may be lying.

Look at your map to see where she is. She changes towers at some point in the quest. (Not sure where she moves to. It's been a while since I was there.)

The first time you visit her she is at a different location...try using the quest tracker to get this initial location (you'll find her, frozen in crystal).
