Having trouble with my orthrus quest

Hello, I just received my quest to get the orthrus spell and I am having a few troubles. First off the quest tracker will say it is tracking but it does not track, but there is no arrow. Also do you get another mission for this tower to get he collar, because if so I will wait. In addition, how will I know where the tower is.
