I am a level 45 storm wizard finished ds and I have already finished the quest in Mb to go to celestia but for some reason I cant go there? Please help!

The quest in Marleybone (the Warehouse?) "used to be required" but KI changed that and now that quest is "optional".

To go to Celesti a you need to complete the quest the final countdown( defeat malistair) and be a minimum level of 48. Hope this helps.

You have to be level 48 or above, even if you've finished DS.
sorry, this is where doing those side quests/worlds actually help.
Plus, you'll have to go back into DS for your level 48 spell quest.
