Well you have to be level 58. Then Moolinda Wu will tell give you the quest for it, which will take you to Grizzleheim. There you have to defeat Grisletusk. Then she will send you to Mooshu where you have to summon the forest lord. After this you talk to Moolinda and she gives you the spell.
