You can buy ghost fire from the reagent vendors in Dragonspyre and in Mooshu. As far as I know it is not a reagent that you can harvest.

I've only ever found Ghost Fire from a Reagent Vendor. Either the one in MuShu, or the one in Dragon Spyre.

You can only buy Ghost Fire from the Reagent Vendors on Mooshu or Dragonspyre - and very infrequently at the Bazaar.
