Grendelweed is a rare drop from frost flowers. You can also find frost flowers in Collusus Bullevard in WC. ;)

Keep picking up Frost Flowers, because Grendelweed is found as a rare item within the Frost Flowers -- or, if you are initiate crafter or higher, you can transmute the Frost Flowers into Grendelweed. Just buy the recipe from the Vendor in Northguard.
