you can go bazaar and buy them quite rare if you do see them. the transmute recipe is 15 kelp. the transmute recipe is sold by avery templeton in the base camp of celestia.
First is Transmute, I think from Kelp. Best place for Kelp is Crab Alley, but its also all over any place in Celestia that is under water. I got my Kelp from trying to get Pearls in Stormriven Hall, back when they were oh so hard to get.
Second way is by growing plants, Deadly Helephant Ears is one plant that drops it.
Easiest way by far is ask someone to sell a bunch at the Bazaar.

you actually cant find it you can purchase transmute aether or farm the bazaar and if ur looking for kelp there is a lot in celestia and crab alley
