if you make a life, (i am not completely sure they have it) you may find the recipie at blossom, or you can spend time at the bazaar looking for regenerates

I needed to craft the newer WT gear for my life wizard, and I bought all of the crafting cards from blossom, but when I went back to craft Regenerate, it wasnt there anymore

No. They must be gardened or found at the bazaar. Please refer to this link:
