I think maybe you have to be a certain level of crafter to buy the different transmute recipes from the various vendors. For example, I know in Aquila you cannot buy the Transmute Agave recipe until you have reached the highest level of crafting.
Are you a high enough level crafter to complete those recipes? Many of the crafting recipes require a crafter to be both a high enough level in the game, and a high enough level of a crafter, before you are allowed to purchase the recipe.
