each vendor is located at a specific spot in Celestia: Hats: I believe were sold by the guy near Rupert Flemming or whatever his name is in the Grotto Robes: Sold by the guy near Grace Conrad in the Science Center Shoes: around Thorton(I think thats his name), once you reach the entrance walk to the guy you meet there in the main story, go down the ramps to that big walk way with all those Celestians, she should be at the Tents near the end of the gigantic platform at the front part, she should be there.
