how to find the steal charm

can anyone tell me where to find the steal charm treasure card? or at least the recipe? i'm lost :-(

i get most of mine from Maelstrom Snapdragons. You may also find a few for sell at the Bazaar. As for the recipe, since it is a fire spell, it should be at the fire tree.
