where would be the absolute best place to farm for these two plants and does it matter where you put the things it likes
I don't know if this matters what type of enemies your fighting
but I will put my wizard101 school

Re: farming for seeds
Savarstaad Pass in Grizzleheim is easiest for Couch Potatoes, all the street mobs there can drop them. Evil Magma aren't easy anywhere, they almost never drop anwhere and most of the creatures that drop them are Avalon Bosses.

Re: farming for seeds
Go to GH, to Svaarstaad pass area, and farm the Splithoof ragers and barbarians. Both drop Couch potatoes.
For further info on these and other seeds go to this link:
http://www.wizard101central.com/wiki/Category:Seeds
There you can look up whatever seed you like, and it will tell you how the seed can be obtained (who sells it, who drops it, etc.).
