can anyone tell me where and who to go to to get the recipe?

When you are on a crafting quest, the person who gives you the quest sells the recipe they require, until Dragonspyre -- that guy sends you back to Mooshu for items available there. Go back to Eudora in Olde Town for the Dagger recipe.
