Crafting Tea Sets

I have everything ready to craft the 2 tea sets. but I don't have the right crafting table. Where and what is the name of the Crafting table I need to craft my Tea Sets.

Tea Set is crafting on the Housing Crafting Station, I believe, available from any furniture vendor except wizard city.

I have my table and everything needed to craft the Tea Set...

It will not let me buy the Recipe...why is that does anyone know?

Is it because I did not finish all of the crafting quests?
