Crafting crimson book stand

I have a quest for crafting crimson book stands. I have the housing craft station to make them, but need to get the recipe. I think the vendor is in Dragonspyre but have not been able to locate him/her. Can anyone point me in the right direction?

Go to Toshio, in Mooshu. Click his "more options" arrow (upper right of his recipe menu box) once or twice.
