Crafting any item does not give you any experience points (XP), so it cannot advance your level.
However, there are certain quests given to you that involve crafting specific items. When you craft them and turn them in to the person that asked for them, you should get XP for completing the quest.
I don't recall any quests to specifically craft cards, but - of course - crafting Transmute cards at a Card Crafting table can still help you reach your goals that involve other items.
Creating Treasure Cards (by using Tough or Keen Eyes or their like) will not give you XP either.... but can certainly help in battle!
