You have to be a Legendary Artisan to be able to even buy the recipe. It costs 10,000 gold and the Vendor, Grady, is hidden in a tower in the Wyrd in Avalon. It also requires the defeat of the Indigo Giant in Dun Scaith in order for Grady to appear.
