If it's just plain citrine, go to Olde Town or the Oasis and the reagent shopkeeper should have an unlimited supply.. If it's perfect citrine, the reagent shopkeepers of the higher worlds carry it.

You buy it from the Reagent vendors throughout the Spiral.

You can purchase Citirine at Reagent Vendors across the spiral. The most available Citirine is bought in Wizard City at Olde Town.

The reason you can only buy Citirine is because this item cannot be harvested as well as other reagents. My point is that Citirine is bought only.
