So there's this one recipe that gives +23 Ice Damage. It's STORM SCHOOL ONLY! Is there a reason? It's a waste of money and time. It gives +15 Storm attack. I'm not sure why, but why isn't it Ice School?
Um, please give the name of the boot, and name the recipe vendor who sells the boot recipe. It is usually a good idea, if you want help, to give helpers as much information about the problem as possible.

I don't think is poster is looking for help necessarily, just questioning the programmers as to why the boots have a greater Ice boost than Storm, when they are in fact, Storm boots.
