Can't pick up Agave Leaves

Is any one else having this problem? I have the quest to get Agave Nector in the Marsh but there is none I can find. Agave leaves in alto alto I cannot pick up. Cannot buy transmute in alto alto from dealer either. Any help would be appreciated.

They are around but hard to find at times. ive only picked up 2 or so.
The ones you see that cannot be picked up are for another quest i think.
