can't find recipe for Seal of the Seven Seas

Pierce Stanson gives the quest in the Floating Land in Celestia and says we can buy the recipe from him, but he doesn't have a store icon. Is he somewhere else for us to buy it?

i've only heard of it in Floating Land, but i cant find it either,

He gives you the recipe when you take the quest. I know I looked around for it too and finally found it already in my crafting spells.

No. You already have it. Check your recipe lists under the amulet tab. You don't have to purchase it from Pierce, he already gave it to you for free.

Yes, this quest dialog is confusing.

I got stuck on that same quest trying to find the recipe when i looked in my crafting inventory. :P
