cannot buy recipe!

I am trying the Eagle War Shield recipe and I cannot buy the recipe. I have done the quest and gotten the leaves. I don't have the recipe in my housing recipes. Even if I check the furniture crafting station and if I press "J"

It's a housing crafting station that you need, not furniture.
