Yes you can. I don't think there are pet snack recipie vendors in WC or KT.
In MB, the vendor is at digmore station. In MS, the vendor is in the village next to the palace, you can't miss him. In DS, the vendor is in one of the shops in the antheum. In GH, the vendor is in the entrance to ravenscar. Hope that helps.
