Beginning Crafting

I am trying to craft the constellation ring for the Marylebone quest, and I have all regeants for the cooldown. But it won't let me craft.

Are you sure you have all the reagents?
Are you sure you are using the Basic Crafting Station?
Are you sure you are on the correct recipe in the crafting station?
Are you sure you have a timer slot available for crafting?

Log out then log back in, this happened to me on my Adept Crafter quest.
