Aether can be transmuted from kelp

or

You can farm it in Poritco in Celestia (best place for pearls/kelp/shells)

You can get it from several places, but like TibbyTurtle said the Portico is your best bet. If you want you could also try The Grotto or Stormriven/Stormriven Hall.
