Hi

If anyone i cannot get past the top level for the key. Does anyone know how?

Are you below level 48? Is that what you are trying to say?
You have to be level 48 to start questing in Celestia.

If so you will have to go back to some other worlds and do more side quests until you earn enough experience to reach level 48.

um, i'm taking a wild guess that you're talking about the spiral key quest that takes you to the warehouse in marleybone? If that's what you're talking about, it's not a required quest. You just have to finish dragonspyre to get into celestia. -eli and crew
