When you say "in tower", do you mean the Warehouse in Regent's Square in Marleybone? If so, that quest is no longer "required". It is optional. So you can try to finish it if you want to, but it isn't necessary.
Prospector Zeke tells us how to get to Celestia in his post in this same section:
Since you are only Level 47, you are not "ready" to go to Celestia yet.
So back and do some of those side quests you skipped, to bring your level up to 48. And, if you finished the quest in Dragonspyre ("The Final Countdown"), then go see Merle Ambrose and he will send you to Celestia.
