I have retrieved all the lost pages up to Celestia but cant get the quest to get them in Celestia! What do I need to do? I do not have Celestia unlocked but I can port to friends that are in that location.

You just answered your own question. Without access, you can't do the quest. This event is repeated, so even when it goes away your progress will not be lost. Keep questing, level up and you'll get there.
