The empowerment spell is found in the Star School Trainer inside the Stellarium.

The Star trainer has it, but like all other spells, you have to train them in sequential order:

I think empowerment is in the stellarium, which is the final dungeon in District of the Stars, 2 star school trainers are situated there and I am pretty sure they know empowerment
