How do I get to Celestia?

you have to finish the last countdwown quest n Dragonspyre aka malistaire's quest then the headmaster will call you and give you the key to Celestia and then you can go there

I am a level 45 but I have completed the entire storyline of Dragonspyr, I have beaten the final countdown quest, how can I get him in Celestia?

Would 3 others mind to team up with me and form a warehouse party. It is the only possible way for me to get there for some reason.

You must match two criteria to get to Celestia -

1) complete the main quest line up to beating Malistaire in Dragonspyre

AND

2) be level 48

Exactly. I believe the point is that they want to make sure you have the level 48 spells before you try to take on Celestia. It's a good idea, considering that many of the enemies in Celestia can use those spells too.

Yes, you must be level 48. Trust me, you don't want to be there before that lol.
