I was doing my celestia quest and after i defeated a boss it would let me talk to the person i needed to, WHY?! How do you contact tech support?

You encounter a bug. I had the same thing happen. Contact tech support. Give them the last quest name you had, the wizard's name and your user name and they can put you back on the right path.

I can't believe I have to point this out. There's a HUGE button at the top of this very page that states: Contact Support.

If you are unable to find it, you can also just email them at support@wizard101.com

If you want the prize, you have to build the ladder rung by rung. There are no shortcuts.
