The treasure card dealer is at a location far into questing celestia. The offering of these cards was a great idea that allowed users to "test drive" the spells without committing to a training point purchase. Please put (as with the other treasure card dealers) a librarian at the base camp offering these treasure cards to allow users to see the new spells and plan a "wise" choice for their training points.
