Balance And the ancient spear of power

Hello and I'm wanting to know if there is anything like the shivering spear for balance.I'm level 44.Jasmine Wintereyes.The Ancient Spear Of Power i have seen on level 30-60.Does it matter what level you get it on?

I believe the only way to get this staff is from the New game stop gift card. It is not able to be sold in the bazaar.
