I have quest to build something and need the recipe from him but when I go to his recipe shop, there are no recipes for anything. Did I not do something

Double check your recipes. It will be under the Picture Icon in your recipe logs. You may have bought it and forgotten. But if you have not completed all crafting quests pryor to this one, you will not be able to buy the recipe and technically, should not have been able to pick up the quest.

Its the eagle war shield you need to craft, make sure its not in your recipes already if not then check him again to purchase.
